MLA J R Lobo has asked MCC Commissioner to look into the possibility of introducing single window mechanism to accelerate the process of issuing licences to buildings and small houses in Mangalore City Corporation limits.
Chairing a meeting on development works on Friday, he said there were complaints on delay in issue of licence, occupancy and completion certificates.
If the system of issuing licences are accelerated then the broker menace can be checked in the corporation.
Town Planning Officer said 2,233 applications were received by the MCC for licence as on March 2015, of which, 1,902 licences were issued and 331 applications processed.
Credai president D B Mehta alleged that few projects had not received licences for the last two years. The main reason for cost escalation is delay in issue of licence. There is a need to introduce a mechanism to simplify the process of issuing licences. Mangaluru City does not have building bylaws. Occupancy certificate is delayed due to small deviations in the buildings. Even refundable security deposit amount is not given back to building owners even after the issuance of occupancy certificates, he said.
MCC Commissioner Hephsiba Rani Korlapati said there was a need to start a file disposal drive in the town planning section. Minister for Urban Development Vinay Kumar Sorake directed officials to give endorsement if there was any violation or deviation in the building structure.
Garbage collection
MCC Commissioner said she had directed the Antony Waste Handling Cell Private Limited to complete work on removing silt from small drains by month end. Corporators alleged that garbage collection vehicles do not visit the interior areas to collect garbage.
Supervisors in each ward should work in coordination with the corporator for effective implementation of solid waste management system. Haridas Salian of Antony Waste Handling Cell Private Limited said mechanical street sweeping has commenced from Friday.
Special meeting
The MLA said a special meeting to discuss on utilisation of premium FAR collected in the MCC, bus stand, upgradation of markets and ADB second phase work will be held on May 23 at 3 pm. The work on Jeppu and Bejai markets should be completed by June 15.
The meeting also discussed in length the delay in issue of birth and death certificates. Applicants are made to run from pillar to post for the issue of birth and death certificates. To which, the minister ordered the MCC Commissioner to place MCC Clerk Bhaskar under suspension.
