Mangaluru, 24 Jul 2015: MLA J R Lobo on Thursday July 23, briefed the legislative assembly about the hindrances posed by 9/11 norms introduced by Panchayat Raj department in Karnataka, especially in Dakshina Kannada, Udupi, Uttara Kannada and Malnad.

He urged the state administration to apply 9/11 only to tax assessment and recovery and not to consider for registration or as title deeds.  He also convinced the hardships caused to ordinary people by 9/11

The state Panchayat Raj minister in reply, offered assurances of convening a meeting to discuss exclusively on 9/11.

MLA Lobo further explained the hardship faced by people on RTC and change of rights, since the RTCs are computerized with effect from May 31 2006. He urged the state administration to make conversion simpler for land records prepared by town planning department and to stop the approval system followed by revenue officials so far.

He also urged to lessen the difficulties of people seeking different certificates from Nemmadi Kendras because there has been considerable delay in issuing such certificates.

Furthermore, He urged to strictly introduce Dittam Jamabandi and Huzoor Jamabandi to streamline functioning of revenue department, because it entitles higher officers to check the offices, tables of staff for pending work or any other shoddy dealings. He also urged to involve all the village accountants in survey by holding training and also to maintain all revenue records meticulously and securely.
